Construction Safety Officer (SSHO) – Federal Division

Position Summary

The Site Safety Health Officer (SSHO) is responsible for promoting and enforcing Cannon's safety culture on Federal projects. This role requires excellent communication skills, strong leadership, autonomous decision-making, and deep knowledge of regulatory compliance and construction safety practices.

Requirements

  • Knowledge of Occupational Health & Safety
  • Safety Professional Certification (must be SSHO-certified)
  • OSHA 30-hour certification (OSHA 40 preferred)
  • Current Washington State driver's license
  • Minimum 2+ years of experience in a safety-related field
  • USACE EM 385-1-1 certification or ability to obtain (required for many federal sites)
  • Ability to obtain and maintain federal job site access (may include background checks)
  • First Aid/CPR/AED Certification (or ability to obtain)
  • Ability to pass pre-employment and ongoing drug screening

Qualifications

  • Strong knowledge of construction operations, safety principles, and best practices
  • Experience conducting incident investigations, fact-finding, and writing detailed reports
  • Experience presenting Safety, Health, and Wellness programs to large groups
  • Familiarity with risk assessment methodologies (JSA/JHA, hazard analysis, mitigation planning)
  • Experience networking with safety or utility industry organizations
  • Excellent written and verbal communication skills
  • Ability to work effectively across all organizational levels
  • Ability to work autonomously, exercise judgment, and be solutions-oriented
  • Ability to manage multiple projects, deadlines, and priorities
  • Proficiency with safety management software (e.g., KPA, HCSS Safety, SafetyCulture/iAuditor, SiteDocs)
  • Experience with root-cause analysis tools (5-Why, Fishbone/Ishikawa, preferred)
  • Experience developing and delivering safety training
  • Preferred Credentials: CHST, ASP, CSP, or other professional safety certifications
  • Experience working on federal, government, or military construction sites (preferred)

Responsibilities

  • Lead, implement, and support safety initiatives and cultural improvements across all job sites
  • Provide safety guidance and technical expertise to supervisors and managers
  • Ensure compliance with OSHA, L&I, USACE EM 385-1-1, and other governing agencies
  • Conduct investigations of safety incidents, evaluate hazards, and develop corrective actions
  • Analyze work practices and develop safety and health standards to meet federal and state regulations
  • Plan, coordinate, and deliver safety training programs
  • Conduct job site inspections and audits, documenting findings and follow-up actions
  • Maintain strong working relationships with regulatory and compliance agencies
  • Utilize digital safety tools for reporting, documentation, and communication
  • Prepare and maintain required compliance records, logs, and reporting documentation

Physical Requirements

  • Frequent sitting and computer/keyboard work requiring fine motor skills
  • Occasional walking and standing
  • Ability to walk job sites with uneven terrain as needed
  • Ability to lift, carry, or move materials up to 25 lbs occasionally
