We are seeking a Senior Spectrum Data Analyst to support DISA's Spectrum Information Systems (SIS) ERP environment. This position focuses on data analysis and data integration across spectrum management systems to ensure operational efficiency, regulatory compliance, and enhanced decision-making. You will work closely with program stakeholders and technical teams to standardize, analyze, and visualize spectrum-related data in support of DoD missions.

Terms: Contingent Upon Contract Award

This position is contingent upon contract award , and selected candidates may be asked to sign a Letter of Intent (LOI) and contingent offer letter to confirm availability.

Location:

This is not a remote opportunity. Primary work will be performed on-site at either the Next Phase Solutions & Services office in Columbia, MD, or at a designated government facility within the region, as directed by the client.

Responsibilities

• Analyze large datasets from spectrum tools (e.g. Spectrum XXI, GEMSIS, ISD, JSDR, E2ESS )
• Identify trends, anomalies, and gaps in electromagnetic spectrum usage data
• Support data integration across legacy systems and ERP environments
• Build dashboards, reports, and data visualizations to support planning and operations
• Collaborate with developers, architects, and system owners to improve data workflows
• Ensure alignment with DoD standards including RMF, DISA STIGs, NTIA Redbook, and eMASS practices
• Align ERP modules with Spectrum planning workflows , regulatory protocols, and DoD compliance frameworks
• Support business process reengineering and improvement initiatives within ERP systems
• Provide functional design input for ERP integration with tools such as Spectrum XXI and GEMSIS

• MA/MS degree with 10+ years of relevant experience, or BA/BS degree with 12+ years
• Security Clearance Required: Active TS/SCI
• Strong understanding of spectrum management tools and workflows ( e.g., Spectrum XXI, GEMSIS )
• Expertise in DoD compliance standards such as RMF, STIGs, and NTIA Redbook
• Proficiency in business process mapping, data analysis, and functional design
• Proficiency in Excel, SQL, Power BI, Tableau, or other analytics tools
• Demonstrated experience with ERP platforms like SAP or Oracle is a plus

Preferred Qualifications

• Prior experience supporting spectrum ERP projects for federal or government clients
• Familiarity with Agile or hybrid software development methodologies

• Ability to manage multiple tasks and prioritize workload based on the needs of the client
• Ability to deal with ambiguity and frequent changes in priorities
• Ability to work with minimal supervision
• Excellent technical writing skills and proven experience in systems with complex requirements
• Excellent teamwork and interpersonal skills with the ability to team with others to meet project objectives
• Understanding of the system development lifecycle as implemented with Agile; SAFe knowledge a plus

Physical Requirements:

• Prolonged periods of sitting at a desk and working on a computer.
• Must be able to navigate in an office setting unassisted.
• Must be able to lift up to 10 pounds.
• Strong speaking skills, including the ability to articulate thoughts in a clear manner and excellent word enunciation skills, are required.

Salary Range:

• $125,000 - $185,000

Salary is commensurate with experience and qualifications. This range reflects a broad spectrum of potential candidates with salary offers based on skills, knowledge, and expertise in the field.
